Alcohol Prohibitions

This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

Aquatic Invasive Species

This Order prohibits 1) possessing, storing, or transporting any aquatic invasive animal species AND 2) prohibits possessing, storing, or transporting any aquatic or riparian invasive plant species - on National Forest System lands in the Pacific Northwest Region as specified in the Order.

Restrictions on Use of Forage and Mulch Products

This Order prohibits unloading, storing, or using any straw, hay, grain, seed, or other forage or mulch products that are not state-certified weed free on the National Forest System lands, roads or trails in any Closure Area as specific in the Order.

Blue-Green Algae Information

The Deschutes National Forest encourages people recreating on the national forest to be aware of potential blue-green algae blooms on lakes and reservoirs as the weather warms. Not all algae in lakes and reservoirs is blue-green algae.

Recreating in the Cedar Creek Fire Burned Area

Please use caution when recreating in areas that were impacted by the 2022 Cedar Creek Fire. A burned landscape presents a number of safety hazards that either did not exist prior to the fire or have been exacerbated by the effects of the fire.

Fremont-Winema National Forest 14 Day Stay Limit

Pursuant to 16 USC § 551 and 36 CFR § 261.50 (a) and (b), the following acts are prohibited upon all lands, roads, and trails administered by the Fremont-Winema National Forest as described in this order.

**Caution:** this site has potential for snow and other cold/wet/icy conditions during the winter and off-season. Snow is plowed at the entrance of the campground; however, berms may exist beyond that. Campers should monitor weather forecasts and local conditions when planning to visit this site.

Winter storm impacts at recreation sites and roads

After winter storms, impacts, including downed trees, are anticipated at recreation sites and on Forest Service Roads. Check back often for updates.

Portion of Forest Service Road 1003 (Tom Creek Road) closed

A portion of Forest Service Road 1003, also known as Tom Creek Road, is closed. The road closure starts at the junction of FSR 10 and FSR 1003 and includes the first 4.1 miles of FSR 1003 to the junction with the 1003-416 and 1003-409 roads.

Carmen Reservoir Closure

To protect the health and safety of the public: due to heavy machinery and construction equipment traffic, the following area is closed: the footprint of Carmen Reservoir, from the center of the reservoir up to the high-water line and extends to the spillway area to the southwest and Forest Road

14 Day Stay Camping Limit

Forest-operated Developed Recreation Areas Going Cashless April 1

Starting April 1, 2026, all Forest-operated developed recreation sites will have cashless collections and no longer accept cash or check.

Expect Delays Along Highway 28

On the Tiller Ranger District, hazard tree mitigation is occurring on Highway 28. Expect temporary delays of 10 to 20 minutes during falling operations.

Umpqua Hot Springs Winter Road Closure

Starting January 6, 2026, National Forest System Road (NFSR) 3401, or the road to the Umpqua Hot Springs, will close due to the incoming winter storm. The closed gate is located on the Diamond Lake Ranger District of the Umpqua National Forest just past the junction of NFSRs 34 and 3401.

Umpqua Hot Springs Rules and Regulations

14-Day Stay Limit Across Umpqua National Forest

Camping within a five-mile radius for longer than 14 days and staying longer than 28 calendar days in a given year is prohibited.

The **Crooked River Day Use ramp **at The Cove Palisades State Park will remain open, but others (including **Perry South**) may not be usable.

**MOORAGE:** Slips are $10/night and available to registered campers only. Vehicles at the launch or overflow are subject to a $10/day permit. Please check slip dimensions before booking, and reserve larger slips only if needed.

Overview

Deschutes National Forest remains open for year-round recreation, though several important closures are currently in effect. The 14-day camping limit order is active (effective November 14, 2024), restricting consecutive occupation at a single location. A significant closure to note is the Cabin Butte Area south of Bend—approximately 35,000 acres (40 square miles)—closed since May 1, 2025 for at least a year for vegetation management, prescribed burns, and thinning operations to reduce wildfire risk. Four seasonal winter range closures (Cabin/Silver Lake, Metolius Winter Range, Opine Travel Management Area, and Tumalo Winter Range) protect deer and elk habitat from December 1 through March 31, prohibiting motorized vehicles including snowmobiles and e-bikes in these areas. The West Bend Area also has ongoing trail, road, and area closures for forest restoration work, with the Forest Service reporting increased closure violations. Wilderness permits for Central Cascades are managed through a reservation system. Fire season typically runs with industrial fire precaution levels monitored. Blue-green algae advisories are posted when needed, though sampling is limited mainly to Odell Lake. Firewood cutting season runs May 1 through November 30.
