* WHAT...West winds 30 to 40 mph with gusts up to 60 mph expected. * WHERE...Northern Elko, Ruby Mountains and East Humboldt Range in Elko, South Central Elko, and Southeastern Elko Counties. * WHEN...Until 11 PM PDT this evening. * IMPACTS...Damaging winds will blow down trees and power lines. Blowing dust may temporarily reduce visibility to one-half mile or less in spots. Travel will be difficult, especially for high profile vehicles.
