* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of Louisiana, including the following parishes, Caldwell, Grant, La Salle, Natchitoches, Sabine and Winn and east Texas, including the following counties, Angelina, Nacogdoches, Sabine and San Augustine. * WHEN...Through Thursday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - As the remnants of Tropical Storm Arthur move north and east towards Central Louisiana overnight into early Thursday, rainfall associated with this decaying system could produce periods of excessive, heavy rainfall across portions of extreme Deep East Texas into West Central and East Central Louisiana. While the heaviest rainfall is forecast to remain south and east of the Flood Watch area through Thursday Evening, any westward shift to the track of the decaying storm could result in additional rainfall amounts of 1 to 3 inches. Rayburn Park lies on the north shore of Sam Rayburn Reservoir, a 114,000-acre lake fed by the Angelina River in the piney woods region of East Texas. The campground provides easy access to one of the state's premier fishing destinations, renowned for largemouth bass tournaments and impressive catches including record flathead catfish. During winter months, visitors may spot bald eagles soaring over the lake or perched along the shoreline. The park offers a mix of electric and non-electric campsites with paved driveways. Pull-through sites feature 50-amp electric and water hookups, while back-in sites provide 30-amp service. Facilities include flush restrooms with showers, vault toilets, a dump station, three boat launches, a swim beach, and a family playground. Each site includes a picnic table and fire ring. Note that some camping loops (sites 11-25 and 66-79) remain closed due to budget constraints. Sam Rayburn Reservoir serves as a wintering habitat and migration stopover for numerous bird species, with a resident wood duck population year-round. Hunting access is available less than a mile from the park, and a 28-mile hiking trail from the eastern lake edge leads to Toledo Bend Reservoir.

From Pineland, TX, take FM 83 west 10 miles, then go south on FM 705 for 11 miles to FM 3127, then west for 1.5 miles and turn left into the park entrance.
