Richard B. Russell State Park occupies a prime location on a 26,650-acre U.S. Army Corps of Engineers reservoir straddling the Georgia-South Carolina border, 8 miles northeast of Elberton. The campground features 27 developed sites equipped with 30-amp electric and water hookups, grills or fire rings, and picnic tables. Modern comfort stations provide hot showers, flush toilets, and electrical outlets, while a dump station and coin laundry serve RV campers. Several sites offer cable TV hookups, and WiFi covers the campground, cottages, and office (though not suitable for streaming). Water recreation dominates the park experience. Multiple boat ramps provide lake access for fishing and boating, while the seasonal sand beach draws swimmers. Kayak and canoe rentals are available for paddlers. On land, 6 miles of trails accommodate hiking and biking, and a disc golf course offers another option. The 18-hole Arrowhead Pointe Golf Course operates within the park. The campground layout includes pull-through and back-in sites accommodating equipment up to 35 feet. ADA-accessible sites and facilities are available, including wheelchair-accessible beach access. Twenty cottages provide an alternative to camping, with several designated as dog-friendly.

From Elberton, take Highway 77 northeast for approximately 8 miles. Turn onto Ruckersville Road and follow signs to the park at 2650 Russell State Park Drive, Elberton, GA 30635.
