Open — Open year-round with weather-dependent access. Forest Road 19 is not maintained for snow and ice in winter. Some sites are first-come, first-served while others are reservable.

Alcohol Prohibitions

This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

Aquatic Invasive Species

This Order prohibits 1) possessing, storing, or transporting any aquatic invasive animal species AND 2) prohibits possessing, storing, or transporting any aquatic or riparian invasive plant species - on National Forest System lands in the Pacific Northwest Region as specified in the Order.

Restrictions on Use of Forage and Mulch Products

This Order prohibits unloading, storing, or using any straw, hay, grain, seed, or other forage or mulch products that are not state-certified weed free on the National Forest System lands, roads or trails in any Closure Area as specific in the Order.

Portion of Forest Service Road 1003 (Tom Creek Road) closed

A portion of Forest Service Road 1003, also known as Tom Creek Road, is closed. The road closure starts at the junction of FSR 10 and FSR 1003 and includes the first 4.1 miles of FSR 1003 to the junction with the 1003-416 and 1003-409 roads.

Sno-park Permits required Nov. 1 to Apr. 30

Sno-Park Permits are required to park in designated sno-parks from November 1 through April 30. Sno-Park Permits are managed by the Oregon Department of Transportation (ODOT).

Carmen Reservoir Closure

About

Cougar Crossing Campground occupies a scenic location where the South Fork of the McKenzie River meets the southern end of Cougar Reservoir in the Willamette National Forest. The campground features 11 sites accommodating both RVs and tents, situated among a mix of conifer trees with direct creek and river access. This is the closest developed campground to the popular Terwilliger Hot Springs, making it a favored base camp for visitors seeking both wilderness recreation and natural hot spring bathing. The area provides extensive recreational opportunities including access to the Three Sisters Wilderness, French Pete Trail, Box Canyon Trail, and Indian Ridge Lookout. When Cougar Reservoir water levels are high, a primitive boat launch across from the campground enables motorized and non-motorized boating. The campground offers basic amenities with vault toilets and sites equipped with picnic tables and fire pits, though campers must bring their own water as none is available on-site. The campground is located along Forest Road 19 (Aufderheide Drive), approximately 10 miles south of Highway 126. Interior roads and spurs are gravel, and the campground can accommodate RVs, though specific length limits should be verified. Sites operate on a mixed system with some available first-come, first-served and others reservable through Recreation.gov at $17-19 per night.

Directions

From Blue River, OR, travel 4 miles east on Highway 126 to Aufderheide Drive (Forest Road 19). Proceed south on Aufderheide Drive, taking a right at the Y and climbing to the top of Cougar Reservoir. Continue on Aufderheide Drive south 5 miles to find Cougar Crossing Campground where the South Fork of the McKenzie River pours into Cougar Reservoir. Forest Service Road 19 is not maintained for snow and ice in the winter.
