Alcohol Prohibitions
This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.
Aquatic Invasive Species
This Order prohibits 1) possessing, storing, or transporting any aquatic invasive animal species AND 2) prohibits possessing, storing, or transporting any aquatic or riparian invasive plant species - on National Forest System lands in the Pacific Northwest Region as specified in the Order.
Restrictions on Use of Forage and Mulch Products
This Order prohibits unloading, storing, or using any straw, hay, grain, seed, or other forage or mulch products that are not state-certified weed free on the National Forest System lands, roads or trails in any Closure Area as specific in the Order.
Forest-operated Developed Recreation Areas Going Cashless April 1
Starting April 1, 2026, all Forest-operated developed recreation sites will have cashless collections and no longer accept cash or check.
Expect Delays Along Highway 28
On the Tiller Ranger District, hazard tree mitigation is occurring on Highway 28. Expect temporary delays of 10 to 20 minutes during falling operations.
Umpqua Hot Springs Winter Road Closure
Starting January 6, 2026, National Forest System Road (NFSR) 3401, or the road to the Umpqua Hot Springs, will close due to the incoming winter storm. The closed gate is located on the Diamond Lake Ranger District of the Umpqua National Forest just past the junction of NFSRs 34 and 3401.
Umpqua Hot Springs Rules and Regulations
The area of the Umpqua Hot Springs is designated day-use only. Prohibited actions in or around the Umpqua Hot Springs include:Being in the area after sundown or before sunriseCampingParking or leaving a vehicle in violation of posted instructions
14-Day Stay Limit Across Umpqua National Forest
Camping within a five-mile radius for longer than 14 days and staying longer than 28 calendar days in a given year is prohibited.
About
Boulder Flat Campground is perched beside the Wild and Scenic North Umpqua River in the Umpqua National Forest, offering nine intimate campsites in a lush, forested setting. The campground features paved roads and parking spurs, with all but one campsite having direct river access. Each site is equipped with a picnic table and fire ring, and vault toilets are located at both ends of the campground. Popular with whitewater rafting enthusiasts, the campground includes a concrete raft launch at the east end with changing rooms constructed in 2011. The North Umpqua River provides world-class trout fishing opportunities, while nearby trailheads offer access to the 79-mile North Umpqua Trail and Boulder Creek Trail #1552, which explores the Boulder Creek Wilderness. Day-use parking accommodates boat trailers up to 24 feet, and overflow parking is available via a highway turnout. The campground sits within the diverse ecosystems of southwestern Oregon's volcanic landscape, where explosive geologic events have created spectacular scenery. From thundering waterfalls like nearby Watson Falls and Toketee Falls to high mountain lakes such as Twin Lakes, the area offers exceptional hiking, mountain biking, and wildlife viewing. The Rogue-Umpqua National Scenic Byway provides access to this remarkable region.

From Roseburg, OR, travel east on Highway 138 for 53 miles. Boulder Flat Campground is located on the left side of the highway.
