Alcohol Prohibitions

This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

Aquatic Invasive Species

This Order prohibits 1) possessing, storing, or transporting any aquatic invasive animal species AND 2) prohibits possessing, storing, or transporting any aquatic or riparian invasive plant species - on National Forest System lands in the Pacific Northwest Region as specified in the Order.

Restrictions on Use of Forage and Mulch Products

This Order prohibits unloading, storing, or using any straw, hay, grain, seed, or other forage or mulch products that are not state-certified weed free on the National Forest System lands, roads or trails in any Closure Area as specific in the Order.

Forest Road Closures and Delays

ClosedOn the Diamond Lake District, National Forest System Road (NFSR) 3401, or the road to the Umpqua Hot Springs, is closed just past the junction of NFSRs 34 and 3401. Visitors wanting to soak in the Umpqua Hot Springs should plan to hike, snowshoe, or ski the last 2.5 miles.

ORDER NO. 06-15-03-26-01 Umpqua Hot Springs Winter Road Closure

Starting January 6, 2026, National Forest System Road (NFSR) 3401, or the road to the Umpqua Hot Springs, will close due to the incoming winter storm. The closed gate is located on the Diamond Lake Ranger District of the Umpqua National Forest just past the junction of NFSRs 34 and 3401.

Order No. 06-15-25-01 - Stay Limit of 14 Days

Camping within a five-mile radius for longer than 14 days and staying longer than 28 calendar days in a given year is prohibited.

About

Kelsay Valley Horse Camp is a specialized equestrian campground nestled along the Wild and Scenic North Umpqua River in the high Cascade meadows of Umpqua National Forest. The campground features five campsites designed to accommodate pack and saddle use, with most sites equipped with steel corrals, picnic tables, and fire pits. The camp is situated at a trailhead providing direct access to the Porcupine Connect Trail, which links to the North Umpqua Trail and Windigo Pass Trail, leading into Mount Thielsen Wilderness and connecting with the Pacific Crest Trail. The high country location offers spectacular wildflower displays in late spring when purples, reds, yellows, greens, and whites blanket the meadows. The sound of the North Umpqua River rushing through the lush valley adds to the remote wilderness experience. Camp facilities include a vault toilet, manure bins, and stock water available from nearby creek sources (must be treated or filtered). No potable water or garbage services are provided, so campers must pack out all trash and bring adequate water supplies. This is a dedicated equestrian campground, and campers arriving without horses may be turned away or redirected to other area campgrounds. The camp typically operates with volunteer hosts during the season who can provide trail information and assistance.

Directions

From Roseburg, travel east on OR-138 for about 74 miles. Turn left onto Forest Road 60 (Windigo Pass Road) and follow for 4.5 miles, then turn right onto Forest Road 6000-958 and drive 1.5 miles to the campground at the end of the road.
