Alcohol Prohibitions

This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

About

Kelsay Valley Horse Camp sits in the high Cascades of Oregon's Umpqua National Forest along the Wild and Scenic North Umpqua River. The campground is designed specifically for pack and saddle use, with ten equestrian sites featuring 12x12-foot corrals, manure bins, wheelbarrows, and shovels. Five additional standard sites accommodate campers without horses. Spring arrives late at this elevation, bringing an explosion of wildflowers in purples, reds, yellows, and whites across the lush meadows. The campground serves as a trailhead and base camp for several popular horse riding trails. Porcupine Connect Trail #1412A provides access to the North Umpqua Trail #1414 and Windigo Pass Trail #1412. The North Umpqua Trail continues southeast into Mount Thielsen Wilderness, connecting with Tolo Creek Trail, Lucile Lake Trail, Maidu Lake Loop Trail, and the Pacific Crest National Scenic Trail. All sites have partial shade, picnic tables, and campfire rings with grills. Vault toilets are provided but there is no potable water; campers must bring their own water or filter from nearby sources. There is no garbage service so campers must pack out all trash. Reservations are available through Recreation.gov. Lemolo Lake and Resort are a short drive away for additional services.

Directions

From Roseburg, OR, travel east on OR-138 for about 74 miles. Turn left onto Forest Road 60 (Windigo Pass Road) and follow for 4.5 miles. Turn right onto Forest Road 6000-958 and drive 1.5 miles to the end of the road.
