Alcohol Prohibitions

This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

Aquatic Invasive Species

This Order prohibits 1) possessing, storing, or transporting any aquatic invasive animal species AND 2) prohibits possessing, storing, or transporting any aquatic or riparian invasive plant species - on National Forest System lands in the Pacific Northwest Region as specified in the Order.

14 Day Stay Limit

Panjab Trail #3127 bridge temporarily removed

About

Coalmine Hill Campground sits along the Blue Mountain Scenic Byway in the Umatilla National Forest, offering convenient access to multiple trail systems. The campground provides one larger separate site near the entrance and five additional sites located along the tree edges of a large parking area. The facility serves as the primary trailhead for the Bald Mountain Trail, which leads to Gibson Cave, a shallow overhanging rock shelter with interpretive signage about 1.25 miles from the campground. Beyond the cave, the trail continues to a scenic viewpoint overlooking the drainages between Coalmine Hill and Little Bald Mountain. The campground connects to a 7.5-mile loop trail system including Bald Mountain, Hells Half Acre, and Willow Creek trails, suitable for both hikers and equestrians. Penland Lake is located about five miles southwest via Forest Service Roads 21 and 2103, offering fishing and non-motorized boating opportunities. The campground was designed to serve double-duty as a snow park during winter months, providing snowmobile access when roads become impassable. Coalmine Hill operates on a no-fee, first-come, first-served basis. The facility includes one vault toilet and an information board but provides no potable water or garbage service, so visitors must pack out all trash. The campground is maintained seasonally from Memorial Day through mid-November, though it remains accessible year-round depending on snow conditions.

Directions

From Heppner: Head south on Oregon Highway 206 to the edge of town. Turn left onto Willow Creek Road (County Road 678) and continue for 22.3 miles. Campground is on the left at the top of Coalmine Hill. From Ukiah: Head west on Oregon Highway 244 for about 2 miles. At the four-way stop, continue straight westbound on Forest Service Road 53 for about 20 miles. Campground is on the right.
