Open — Open year-round on a first-come, first-served basis during non-peak season (October 16 through April 14). During peak season (April 15 through October 15), half of the sites accept reservations up to 180 days in advance and half remain first-come, first-served.

Windmill State Recreation Area is one of the premier developed campgrounds operated by the Nebraska Game and Parks Commission in the state's unique chain of lakes along Interstate 80. Located at the Gibbon Interchange between Kearney and Grand Island, the area is named after historic windmills situated throughout the park, including an 1880 Standard windmill that once pumped water for steam locomotives in Fleming, Colorado. The campground provides 92 total sites: 69 paved camping pads with 20-, 30-, and 50-amp electrical hookups (Electric Plus and Electric sites), and 23 non-pad Basic campsites without electricity. Amenities include drinking water, two modern restrooms, two shower houses, a dump and fill station, and laundry facilities. The area's proximity to Interstate 80 makes it a convenient stop for travelers. Recreational opportunities abound with six lakes offering fishing for largemouth bass, crappie, channel catfish, yellow perch, and common carp. Lake 2 is stocked with catchable rainbow trout in October and March and features an ADA accessible fishing pier. Additional amenities include a designated swimming beach on Lake 5, an 18-hole disc golf course with rentals available at the park office, a six-target archery range, a 1.5-mile nature trail, picnic areas with four shelters, and sand volleyball. Only electric motor and non-powered boats are permitted.
