In northwest Virginia, Madison, Northern Virginia Blue Ridge and Rappahannock. * WHEN...Until 2 AM EDT Monday. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
