- As a cold front associated with the remnants of Isaias moves
through the area, periods of rain will continue. High rainfall
rates will continue in short bursts this morning. Additional
accumulations of generally 1 to 2 inches are expected with
locally higher amounts. Rainfall tapers off behind the front, but
runoff from previous rainfall will keep high water levels in
portions of the area.

Pine. This rainfall will be capable of producing 1-2.5 inches in
less than an hour over saturated soils. This rainfall may cause
additional rises on area streams, including the upper Catawba
River, Crooked Creek, Grassy Creek, the North Toe River and the
South Toe River and quickly exacerbate ongoing Minor flooding.
Significant flooding, potentially impacting some structures, may
develop quickly over the next 1-2 hours. Seek higher ground now!

* IMPACTS...Nuisance flooding of low-lying areas adjacent to streams
and other poor-drainage areas, including farmland, parks,
greenways, boat-access areas, golf courses, underpasses, and
parking lots. Isolated, shallow flows over roadways is possible. A
few flood- prone, low-water crossings may become impassible. A
small culvert washout or two is possible.
* ADDITIONAL DETAILS...
- At 541 AM EDT, Doppler radar indicated that the last axis of
heavy rainfall associated with the remnants of Isaias is training
over the central Escarpment and northern North Carolina
mountains. This heavy rainfall will be capable of producing
0.75-1.25 inches of additional rain over the next 60-90 minutes.
This rainfall may exacerbate ongoing high flow and nuisance
flooding conditions and is likely to cause new areas of nuisance
flooding to develop. Areas of greatest concern include Flat
Creek near Black Mountain and Montreat, the Cane River near
Burnsville, Cane Creek near Bakersville, the headwaters of the
upper Catawba River from Old Fort to Pleasant Gardens to Lake
James, and Grassy Creek and the North Toe River near Spruce Pine.
- If rainfall persists or rates intensify over the next 15-30
minutes, portions of this Flood Advisory may be upgraded to a
Flash Flood Warning. Caution is advised near any stream or other
vulnerable area. Seek higher ground immediately if heavy rain
develops. Please have a plan in place should flash flooding
develop and do not hesitate to act. Please heed all evacuation
orders from Emergency Management officials.

At 13.0 feet, Minor Flood Stage. French Broad River floodwaters are
now inundating Banner Farm Rd. Floodwaters may be approaching
portions of Glenn Bridge Rd. Farmland and other low-lying areas
within the French Broad River Valley from Etowah to Avery Creek are
experiencing scattered flooding. Glenn Bridge Park and river access
is experiencing scattered flooding.
