* WHAT...Heavy lake effect snow and blowing snow expected. Total snow accumulations 2 to 4 feet in the most persistent bands. Winds gusting as high as 45 mph creating blowing and drifting snow and at times white out conditions. Snowfall rates may reach 3 to 5 inches per hour at times in the most intense bands. * WHERE...The Eastern Lake Ontario Region. The greatest snow accumulations will be across southern Jefferson County, extreme northern Oswego County, and western Lewis County. * WHEN...Until 4 PM EST Wednesday. * IMPACTS...Travel will be very difficult to nearly impossible within the heaviest lake effect snowbands. The hazardous conditions will impact the Monday evening and Tuesday morning commutes. Gusty winds will down tree branches and cause isolated power outages.

* WHAT...For the Gale Warning, west winds to 40 knots and waves 15 to 20 feet. For the Heavy Freezing Spray Warning, heavy freezing spray at a rate of 2 cm per hour or greater may rapidly accumulate on vessels. * WHERE...The nearshore and open waters of Lake Ontario. * WHEN...Until 1 AM EST Wednesday. * IMPACTS...Operating a vessel in heavy freezing spray is hazardous. Freezing spray may render mechanical and electronic components inoperative. Rapid ice accretion on decks and superstructures may result in a catastrophic loss of stability. Strong winds will cause hazardous waves which could capsize or damage vessels and reduce visibility.
