Between 4 and 6 inches of rain have fallen over the past 12 hours. Steady rises are occurring in area streams including the Linville River, Wilson Creek, Johns River, Mulberry Creek and Warrior Fork Creek. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar indicated. IMPACT...Expect flash flooding of low-lying areas near streams, including parks, trails, low-water crossings, boat- access areas, and campgrounds. Significant flooding of poor-drainage areas are likely, impacting travel. Wilson Creek at Adako Rd, 3 miles southwest of Colletsville has risen above flood stage and is still rising. Flooding of low-lying areas adjacent to Wilson Creek is developing with lesser impacts to vulnerable property. More significant floodwaters are beginning to impact low-lying areas, with inundation approximately 2-4 ft deep. Low-water crossings may be inundated with up to 2-3 ft of floodwaters. Campgrounds, secondary roads, and outbuildings may be experiencing flooding up to 1-2 ft deep. Flooding less than 1 ft deep may begin impacting basements and primary roads.

Burke County in western North Carolina... * Until 615 AM EDT. * At 1224 AM EDT, Earlier today, a prolonged period of steady rainfall produced 3-6 inches across Burke County, saturating area soils. Doppler radar shows several rounds of torrential rainfall have moved through the area from the south, capable of producing 1.5-3 inches of rainfall on top of saturated soils. This rainfall will cause new areas of Minor flooding to develop. * Areas of greatest concern include along Hunting Creek near Morganton; poorly draining areas of Morganton and other urban areas along US 70; Silver Creek south of Glen Alpine; and Henry and Jacob forks of the South Fork Catawba River near South Mountains State Park. * Additional areas of Minor Flooding are expected to develop over the next 1-3 hours. Please obey all barricades and heed all evacuation orders from local Emergency Management officials. Only 12 inches of water can strand your vehicle or sweep it away. In Upstate South Carolina, the following counties: Abbeville, Anderson, Central Greenville, Greater Oconee, Greater Pickens, Greenville, Greenwood, Laurens, Spartanburg, and Oconee. * WHEN...Through Sunday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Low-water crossings may be flooded. * ADDITIONAL DETAILS... - As the remnants of Isaias move northward into the lower Ohio Valley, periods of rain will continue. High rainfall rates will continue in short bursts through the overnight hours. Between 3 and 5 inches of rain have fallen, with additional torrential rainfall moving into the warned area. Additional rainfall amounts of 2 to 3 inches are possible in the warned area. Flash flooding is ongoing or expected to begin shortly. Rapid rises should be expected on area creeks and streams, including along Cleghorn Creek in Rutherfordton, Floyds Creek near Forest City, and Mountain Creek near Green Hill. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar indicated. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Forest City, Rutherfordton, Spindale, Ellenboro, Bostic, South Mountains State Park, Alexander Mills, Sunshine, Union Mills and Caroleen. McDowell County in western North Carolina... * Until 415 AM EDT. * At 1025 PM EDT, Rounds of torrential rainfall have impacted many areas of McDowell County following a prolonged period of steady light to moderate rain, which produced storm-total rainfall of 2-4 inches over the past 12 hours. Unfortunately, this current torrential rainfall is producing another 1.5-2.5 inches of rain over the past couple of hours. This rainfall over saturated soils is causing more significant rises to develop along areas streams and associated tributaries. Areas of greatest concern include the headwaters of Cove Creek and the Second Broad River near Sugar Hill, where the 3300 block of Sugar Hill Road is closed due to flooding; Nix Creek near Providence; Crooked Creek near Moffitt Hill; and the Upper Catawba River between Old Fort and Pleasant Gardens, including along Lytle Mountain Rd, where a foot of flood waters have currently closed the roadway. Additionally, a landslide has been observed on NC-226A with minor impacts to the roadway. Additional areas of Minor flooding are expected to develop over the next 1-3 hours. Northwestern Rutherford County in western North Carolina... * Until 415 AM EDT Sunday. * At 1008 PM EDT, Rounds of torrential rainfall have impacted the upper Broad/Rocky Broad River watershed, including over Lake Lure. Storm-total rainfall of the 3-4 inches have fallen over the past 12 hours prior to this torrential rainfall, but another 1-2 inches of rain have fallen over the past couple of hours. This rainfall over saturated soils is causing more significant rises to develop along the Rocky Broad River and associated tributaries. The streamgauge on the Rocky Broad River near Bat Cave has just exceeded Minor Flood Stage of 7.5 feet and is expected to continue to rise to 8-8.5 feet before slowing or cresting. High flows along the Rocky Broad River into Chimney Rock will result in flooding of US 64/74 (Main St) near Dogwood RV Park. Additional areas of Minor flooding are expected to develop over the next 1-2 hours. Please obey all barricades and heed all evacuation orders from local Emergency Management officials. Glenn Bridge Park river access is experiencing minor flooding. Westfeldt Park is experiencing scattered flooding. French Broad River floodwaters are causing isolated to widely scattered farmland flooding. At 13.0 feet, Minor Flood Stage. French Broad River floodwaters are now inundating Banner Farm Rd. Floodwaters may be approaching portions of Glenn Bridge Rd. Farmland and other low-lying areas within the French Broad River Valley from Etowah to Avery Creek are experiencing scattered flooding. Glenn Bridge Park and river access is experiencing scattered flooding. * ADDITIONAL DETAILS... - At 11:00 PM EDT Saturday the stage was 9.3 feet and rising. - Forecast...The river is expected to rise to a crest of 12.5 feet tomorrow morning. - Action/Advisory Stage is 10.0 feet. - Minor Flood Stage is 13.0 feet.

Southeastern Yancey County in western North Carolina... * WHEN...Until 500 AM EDT. * IMPACTS...Nuisance flooding of low-lying areas adjacent to streams and other poor-drainage areas, including farmland, parks, greenways, boat-access areas, golf courses, underpasses, and parking lots. Isolated, shallow flows over roadways is possible. A few flood-prone, low-water crossings may become impassible. A small culvert washout or two is possible. * ADDITIONAL DETAILS... - At 1102 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 2 and 6 inches of rain have fallen along the ridges of the southern parts of Yancey, Mitchell and Avery counties. A stream gage on Grassy Creek was over 5 feet and rising, which means it is likely out of its banks. Out of bank conditions will develop on North Toe River and South Toe River, as well. - Additional rounds of showers and thunderstorms are expected to develop over the next few hours and the threat will persist through the early morning hours on Sunday. These showers and storms will be very efficient at producing heavy rainfall. Soils are saturated and streams are swollen. Therefore, additional heavy rain may quickly create new areas of flooding and cause previous areas of flooding to redevelop. As a result, Flash Flood Warnings may be issued tonight. Caution is advised near any stream or other vulnerable area. Seek higher ground immediately if heavy rain develops.
