In Pennsylvania, Bradford, Lackawanna, Luzerne, Northern Wayne, Pike, Southern Wayne, Susquehanna, and Wyoming Counties. * WHEN...Until 10 AM EST Tuesday. * IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia or frostbite if precautions are not taken. * ADDITIONAL DETAILS...Wind gusts of 30 to 40 mph are expected trough tonight and into Tuesday.
